দেশে শিক্ষার উপরে ভ্যাট বসাবার কারণ কিছুই বুঝতে পারছি না।
বেসরকারি বিশ্ববিদ্যালয়, মেডিকেল কলেজ, ডেন্টাল কলেজ, ইঞ্জিনিয়ারিং কলেজের আয়ের উপরে ১৫% ভ্যাট বসাবার প্রস্তাব করা হয়েছে এবছরের বাজেটে।
এর অর্থ কি? সরকার চাইছে শিক্ষার খরচ বাড়ুক? শিক্ষাকে নিরুৎসাহিত করতে চাইছে?
এবারের বাজেট একটি ব্যবসা বান্ধব বাজেট। ব্যাবসায়ীদের জন্য ছাড় প্রণোদনা দিয়ে সরকার চেয়েছে ব্যাবসায়ীদের স্বস্তি দিতে যেনো তারা অর্থনীতি পুনর্গঠনে মনোযোগী হতে পারেন। বেশ প্রশংসা যোগ্য কাজ। এবং প্রয়োজনীয়ও বটে।
কিন্তু সেটি করতে যেয়ে সরকারের আয় কমে গিয়েছে। কমে যাওয়া আয় বাড়াতে শিক্ষাখাতে ভ্যাট বসাতে হবে? এমনিতেই দক্ষিণ এশিয়াতে আমাদের শিক্ষাখাতে বরাদ্দ সবচেয়ে কম। এই ভ্যাট আমাদের শিক্ষা খাতকে অনেকদূর পিছিয়ে দিবে (এমনিতেই যথেষ্ঠ পেছনে আছি আমরা, আর কতোটা পেছানো যায় তাও গবেষণার বিষয়)।
এই একটা সিদ্ধান্ত দেশের উন্নতি পিছিয়ে দিবে ৫০ বছর।
স্বাধীনতার ৫০ তম বছরে, দেশকে ৫০ বছরের জন্য পিছিয়ে দেওয়ার কোনোই অর্থ হয় না।
আশা করি শিক্ষার উপরে ১৫% ভ্যাট প্রত্যাহার করা হবে। আমি আশাবাদী মানুষ।
